INDIVIDUAL REGULATIONS FOR MALAYSIA 2014 (IREX)
(The 29th Asian International Stamp Exhibition)
Article 1: Objectives of Exhibition
1.1 MALAYSIA 2014, the 29th Asian International Stamp Exhibition (hereafter referred to as MALAYSIA 2014) is organized with the following objectives:
- to expand and develop friendly relations and close cooperation among FIAP members
- and to promote every aspect of philately in the FIAP region.
Article 2: Organization, Venue and Date
2.1 MALAYSIA 2014 will be organized by Philatelic Society Malaysia.
2.2 MALAYSIA 2014 will be held at the Kuala Lumpur Convention Center.
2.3 MALAYSIA 2014 will be held from 1 to 6 December 2014, totally 6 days.
Article 3: Patronage and Co-ordinator
3.1 MALAYSIA 2014 will be organized under the patronage of the Federation of Inter-Asian Philately (FIAP).
3.2 Dr Prakob Chirakit is the FIAP Co-ordinator of MALAYSIA 2014.
Article 4: Regulations
4.1 MALAYSIA 2014 will be governed by the following Regulations:
-The General Regulations of the FIP for exhibitions (GREX).
-The General Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (GREV).
-The Special Regulations of the FIP for the Evaluations of Competitive Exhibits at FIP Exhibitions (SREVs).
-The Individual Regulations for MALAYSIA 2014 (IREX).
Article 5: Conditions of Participation
5.1 The Regulations governing the conditions of participation of exhibitions are stated in the Articles 9 to 18 of the GREX.
5.2 Participation in the Competitive Classes is opened to all collectors who are members of the societies affiliated to member Federations of FIAP.
5.3 Participation in the Non-Competitive will be by invitation, solely at the discretion of the Organizing Committee.
5.4 All exhibits except Literature must have been the property of the exhibitors for at least two years before the Exhibition.
5.5 The exhibitors may exhibit using a pseudonym provided that his/her true name and identity are known to the Organizing Committee and to the jury.
5.6 Only two exhibits per exhibitor are allowed.
Article 6: Application and Acceptance
6.1 The Regulations governing the conditions of the application and acceptance are stated in the articles 10 to 12 of the GREX.
6.2 Exhibitors must obtain their Exhibit Application Forms from their Commissioners. A separate Exhibit Application Form must be used for each exhibit.
6.3 When submitting the Exhibit Application Form, the exhibtor shall attach a copy of the introductory page, describing the exhibit (in English).
6.4 Duly filled Exhibit Application Forms, should be sent through their Commissioners to reach the Organizing Committee by 11 April 2014.
6.5 Notification of acceptance from the Organizing Committee, together with the number of frames allocated to exhibitors, will be sent to their Commissioners by 6 July 2014.
6.6 Exhibitors cannot withdraw their applications without valid reasons once their participation has been accepted by the Organizing Committee.
6.7 The Commissioners will collect all the frame fees from their exhibitors, and remit the full amount to the Organizing Committee by 30 September 2014 at the latest.
6.8 There is only ONE ENTRY FORM. There is no preliminary and final entry forms.
Article 7: Exhibition Classes
MALAYSIA 2014 is a General Asian International Stamp Exhibition.
The Classification of the Exhibition Classes is as follows:

Class 12 One-Frame Exhibit
Exhibits in this Class should not be One Frame extracted from a multiple frame exhibit and should be based on a narrow subject that is best treated as One Frame. Exhibits are also welcome from novice exhibitors who are developing a subject which is capable of expanding to more than One Frame in the near future. Awards are represented by CERTIFICATES only.
Certificate of Participation will be given to exhibits attaining less than 60 points.

Class 13 Modern Philately (of the 21st Century)
The objectives are to encourage collectors of Modern Philatelic materials to exhibit at the highest level and to demonstrate to Postal Administrations that there are an extensive body of philatelists who collect and study materials issued by them in the 21st century.
The Organizing Committee is making this class available for exhibits complying with the special regulations for (A) Traditional, (B) Postal History and (C) Postal Stationery.
Qualifying exhibits for the Modern Philately must contain philatelic materials issued by Postal authorities in the 21st century. Stamps series of philatelic topics chosen for this class which were substantially issued on/after 2001 are qualified as topics for the Modern Philately. However, the exhibit may include a small percentage of material issued pre-2001 that is important and relevant to the exhibit.
Modern Philately exhibits will be judged according to the respective FIP SREVs currently in force for the above-mentioned three FIP classes.
The distribution of points available recognize that Modern Philatelic material is worthy of study and in many instances is difficult to acquire, treat and present while the short passage of time since their issue has not provided an accurate indication of importance or rarity.
FIAP medals will be awarded to the appropriate exhibit and they will be recorded in the FIAP Award records. Certificate of Participation will be given to exhibits attaining less than 60 points.
Acceptance of entry into the Modern Philately for MALAYSIA 2014 will be based on the recommendation of National Commissioners and at the discretion of the MALAYSIA 2014 Organizing Committee. Exhibitors are entitled to apply for 3 to 5 frames per exhibit. Acceptance of any entries in the Modern Philately will not preclude acceptances of entries in any other class. All other requirements of the IREX will apply.
7.3 The Organizing Committee reserves the right to reject any exhibit applications without assigning any reason for such rejection.
Article 8: Size and Allotment of Frames
8.1 The display frames will have a capacity for 16 (4 x 4) standard size sheets of 23cm x 29cm.
8.2 Sheets larger than 23cm x 29cm as well as black or dark colored sheets will not be accepted.
8.3 Exhibits in the Competitive Classes will be allocated the following number of frames:
Class 1 8 frames
Class 2 – 9 Previously awardes
a) FIP/FIAP large vermeil and above 8 frames
b) FIP/FIAP Vermeil and below 5 frames
Class 10.1 1 – 3 frames

8.4 Exhibitors cannot change the number of frames allocated by the Organizing Committee.
Article 9: Participation Fee
9.1 There is no participation fee for Non-Competitive Class.
9.2 The participation fee for Competitive Classes (except Class 10, 11 & 12) will be US$50 per frame.
9.3 The fee for participation in Literature (Class 10) is US$50 per exhibit.
9.4 The fee for participation in One-Frmae Exhibit (Class 12) is US$70 per exhibit.
Article 10: Security Measures
10.1 The Organizing Committee will take reasonable precautions to ensure that adequate security is provided to protect the exhibits during the Exhibition period.
10.2 Exhibitors will be encouraged to adequately insure their exhibits.
Article 11: Handling of Exhibits
11.1 Exhibits delivered by Commissioners must reach the Organizing Committee by 30 November 2014.
11.2 Exhibits of Literature (in duplicate) must reach the Organizing Committee by 6 October 2014.The address of the Organizing Committee is stated under Article 15.1. The exhibits will not be returned. One set each of the exhibits will be donated to the Organizing Committee and FIAP respectively, at the end of the Exhibition.
11.3 Exhibits arriving later than the date stipulated above will not be judged. Participation fee will not be refunded in case of late or non-arrival of exhibits.
11.4 Each exhibit sheet must be placed in a transparent protective cover. The sheets shall be numbered on each page at the lower left-hand corner. All sheets shall be kept in envelopes supplied by the Organizing Committee.
11.5 The exhibits received will be duly acknowledged with proper receipt. Exhibits will be returned in exchange for their receipt after the exhibition if delivered personally by the Commissioners.
Article 12: Judgement and Awards
12.1 The Jury for MALAYSIA 2014 will be appointed by the Organizing Committee in consultation with the FIAP Co-ordinator. Members of the Jury will be FIP/FIAP accredited Jury members.
12.2 A number of Apprentice Jury Members may also be appointed with the consultation of the FIAP Co-ordinator and with the recommendation of the FIAP Member Federations from where the Apprentice is invited.
12.3 Exhibits in Non-Competitive Class will receive suitable commemorative awards.
12.4 For Competitive Classes (other than Class 12) the awards are as follows:
1) Large Gold medals

6) Silver medals
7) Silver Bronze medals
8) Bronze medals
9) All medals will be awarded with appropriate certificates.
12.5 The only award in Championship Class is the Grand Prix d'Honneur, a valuable objet d'art. Exhibits in the Championship Class not receiving the Grand Prix d'Honneur will receive a Large Gold medal or an objet d'art of equivalent value.
12.6 There are two Grand Prizes for the Exhibition on MALAYSIA 2014: the Grand Prix International and the Grand Prix National.
12.7 The Jury's decision will be final, hence, objections will not be considered.
12.8 Special Prizes provided by the Organizing Committee and donated by the organization and people of participating countries and regions, will be placed at the disposal of the Jury. Any particular wish expressed by a doner should be observed in marking awards, if possible.
12.9 The Jury may express felicitations for those exhibits demonstrating oustanding philatelic research or orginality.
12.10 Expert Group
An Expert Group will be appointed by the MALAYSIA 2014 Organizing Committee in consultation with the FIAP Co-ordinator. The philatelic materials chosen by the Expert Group will be examined through the relevant equipment including a high power microscope and color scanner or any other equipment considered necessary by the Expert Group.
Article 13: Rights of the Organizing Committee
13.1 The Organizing Committee reserves the right to make changes in the IREX in consultation with the FIAP Co- ordinator.
13.2 The Organizing Committee reserves the right to decide on any questions not covered by the FIAP and FIP Regulations or by the IREX and its decions shall be final.
Article 14: Acceptance of IREX for MALAYSIA 2014
14.1 By signing the Exhibit Application Form, the exhibitor is deemed to have accepted all provisions stated in the IREX for MALAYSIA 2014.

INDIVIDUAL REGULATIONS OF MALAYSIA 2014
WORLD YOUTH STAMP EXHIBITION
Article 1 – Objectives of Exhibitions
1.1 MALAYSIA 2014 WORLD YOUTH STAMP EXHIBITION (hereafter referred to as MALAYSIA 2014) is organized with the following objectives:-
to promote every aspect of philately worldwide,
to expand and develop friendly relations and close co-operation among FIP members,
to awaken the interest of philatelists in international competitions and
to demonstrate to the general public, in particular to the youth, the cultural and the educational values of philately and its attractiveness as a hobby.
to celebrate 160 years of postage stamps used in Malaysia.
Article 2 – Organization, Venue and Date
2.1 MALAYSIA 2014 is organized by the Philatelic Society Malaysia.
2.2 MALAYSIA 2014 will be held at the Kuala Lumpur Convention Center, Petronas Twin Tower, Kuala Lumpur. 600 frames will be on display.
2.3 MALAYSIA 2014 will be held from 1 to 6 December 2014.
Article 3 – Auspices
3.1 MALAYSIA 2014 will be organized under the auspices of the Federation Internationale de Philatelie (FIP) and Federation of Inter-Asian Philately (FIAP).
Article 4 – Regulations
4.1 MALAYSIA 2014 will be governed by the following regulations:
· The Statutes of the FIP.
· The General Regulations of the FIP for Exhibitions (GREX).
· The General Regulations of the FIP for Evaluation of Competitive Exhibits (GREV).
· The Special Regulations for Evaluation of Exhibits for Competitive Classes (SREVs).
· These Individual Regulations for MALAYSIA 2014 (IREX).
Article 5 – Conditions of Participation
5.1 Participation is opened to all collectors (at the ages provided in the Individual Regulations for MALAYSIA 2014) who are members of the societies affiliated to Member Federations of the FIP. Entries in the competitive classes must have previously been awarded a minimum of 70 points for age group A and a minimum of 75 points for age group B and C at a national level (see GREX 10.4) for class 1 (Youth Philately) and entries winning at least 75 points or equivalent award at the National Exhibitions for class 2 (Thematic Philately) and class 3 (Modern Philately). For exhibitors from those countries that do not hold regular National Competitive Exhibitions, the entry form should be accompanied by a written statement from the Commissioner confirming the quality of the exhibits.
5.2 The participation in the Court of Honour and the non-competitive classes will be by invitation, solely at the discretion of the Organizing Committee.
5.3 The exhibitor must be the owner of the collection displayed which will be listed in the Official Catalogue under his name or under a pseudonym. All exhibitors must be able to prove that the entered exhibit has been their property for at least two years and has been, if purchased as a collection, extensively revised.
5.4 Only two exhibits per exhibitor are allowed.
5.5 The exhibitor has the right to participate using a pseudonym provided that his name and his society are known to the Organizing Committee and to the Jury.
5.6 The regulations governing the conditions of application and acceptance are stated in articles 9 to 18 of the GREX.
Article 6 – Entry Forms
6.1 The exhibitors shall submit their entry forms directly to their Commissioners.
6.2 Those exhibitors living in countries where no Commissioners have been appointed should submit their entry forms directly to the Commissioner General of MALAYSIA 2014 through their national federation. In this case the exhibitor must provide together with the entry form, a photocopy of the introductory page of the exhibit in one of the FIP languages. Furthermore, when submitting the entry form, the concept must be described for all exhibits.
6.3 A separate entry form will be required for each exhibit and should be either typed or written in block capitals.
6.4 The Commissioners should send the entry forms to the Organizing Committee by 11 April 2014.
Article 7 – Acceptance and Notification
7.1 Notification of acceptance of an exhibit and the number of frames allotment will be sent from the Organizing Committee to the Commissioners by 6 July 2014.
7.2 The Commissioners will get from the Commissioner General of MALAYSIA 2014 a list of all accepted exhibits.
Article 8 – Participation Fee
8.1 NO Participation fee will be charged for the Youth Class, as well as for all non-competitive classes.
8.2 The participation fee for Competitive Classes 2 (Thematic Philately) and 3 (Modern Philately) will be US$50 per frame.

9.4 All exhibits must be entered in their classification.
9.5 The Organizing Committee reserves the right to assign entries, which have been entered in the wrong class or not specifically in one class, to the respective class. The Organizing Committee reserves the right to reject any exhibit without giving any reason.
Article 10 – Frame Size
10.1 The display frames at MALAYSIA 2014 will have a size of 97 x 120cm and a capacity for sixteen (16) pages, in four rows of four (4x4) standard size album sheets twenty-three by twenty-nine cm (23x29cm). If the exhibit exceeds the allocated number of frames, the part exceeding will not be exhibited, nor judged. The Organizing Committee declines all responsibility for these sheets.
Article 11 – Allotment of Frames
11.1 All exhibition classes are listed in article 8 of these Individual Regulations for MALAYSIA 2014.

Article 12 – Presentation of Exhibits
12.1 All exhibits must be mounted on white or light color pages. No exhibit mounted on dark colored or black pages will be accepted.
Article 13 – Jury
13.1 An international jury will be appointed to work accordingly to the article 31 to 47 of the GREX.
13.2 The judging is subjected to the GREV, the SREVs and the concerning guidelines.
The “experimental Open Philately” exhibits will be judged using the same criteria and scoring points used for thematic exhibits.
13.3 The decisions of the jury are binding.
Article 14 – Delivery and Return of the Exhibits
14.1 All exhibits must be brought by the commissioners to the exhibition hall.
14.2 Commissioners will be met at the Kuala Lumpur International Airport and guided through the customs procedure. Exhibitors are not encouraged to bring the exhibits by themselves.
14.3 Do not send the exhibits through mail (by post or courier service).
14.4 Commissioners dispatch exhibits by air cargo are not allowed.
14.5 Envelopes for the exhibits and inventory lists will be sent by mail to all exhibitors via the commissioners respectively. All exhibits must be sent in with the supplied enevelopes (one envelope per frame).
14.6 The sheets must be numbered on each page at the lower left corner and placed in a transparent protective cover. The inventory lists must be enclosed in the envelope of the first frame of each exhibit.
14.7 The exhibitors shall pay the cost of delivering and returning of the exhibits.
Article 15 – Mounting and Dismounting of the Exhibits
15.1 The Mounting and Dismounting of the exhibits will be exclusively carried out, or supervised respectively, by the Organizing Committee and the commissioner.
15.2 On special authorization by the Commissioner General, exhibitors can participate in the mounting and dismounting of the exhibits. The mounting and dismounting of the exhibits must be scheduled by the Commissioner General.
Article 16 – Insurance and Liability
16.1 It shall be advisable for each exhibitor to insure his exhibit, as no insurance can be made by the Organizing Committee.
16.2 The Organizing Committee engages itself to take a maximum of security measures and will have the exhibits guarded day and night by a security company.
16.3 The MALAYSIA 2014 and the “Federation Internationale de Philatelie” including their Board Members, Directors or Members, as well as the Organizing Committee including its employees, voluntary and paid assistants, the commissioners and the members of the Jury will not be liable in any manner whatsoever for any loss or damage which could happen from carelessness or other causes to the exhibits, the dealer’s stocks or any other property.
16.4 For all jurisdictions which cannot be agreed by the Organizing Committee, the laws of Malaysia shall apply.
Article 17 – Customs Regulations
17.1 The Organizing Committee will take care of simplifying the customs formalities for a temporary import of the exhibits coming from abroad.
17.2 The exhibits are not liable to taxes.
17.3 A completed inventory list of 4 copies which will be sent to the exhibitors via their Commissioners in good time by the Commissioner General must be attached to each exhibit. Only these special forms can be used as inventory list.
Article 18 – Awards
18.1 All awards will be awarded in accordance with the regulations of the corresponding articles of the GREX.
18.2 The special prizes will be awarded in accordance with the regulations of the GREX.

Article 20 – Changes in Regulations
20.1 The Organizing Committee of MALAYSIA 2014 reserves the right to make changes, if necessary, in these Regulations, in the grouping and classification of the exhibits.
20.2 Except the decisions of the Jury, all decisions made by the Organizing Committee about questions concerning the exhibition are binding.
Article 21 – Right of the Organizing Committee
21.1 The Organizing Committee of MALAYSIA 2014 reserves the right to make changes in the Special Regulations, in consultation with the FIP Consultant. Exhibitors will be notified of any such changes in good time.
21.2 The Organizing Committee reserves the right to decide on any question not covered by the FIP Regulations or these Individual Regulations (IREX), in consultation with the FIP Consultant. Their decision is binding.
21.3 In the event of deviations attributable to differences in the two languages versions of these Individual Regulations, the English version is binding.
Article 22 – Acceptance
22.1 By signing the entry form, the exhibitor is deemed to have accepted the provisions of these rules and Special Regulations, the Statutes of the FIP, the General Regulations of the FIP for Exhibitions (GREX), the General Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (GREV) and the Special Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (SREVs).
